Adoption and Family Records Service (A&FRS)
The Department of Human Services manages the Adoption and Family Records Service. It was established by the Adoption Act 1984 to give Victorians involved in the adoption process easier access to information. The A&FRS provides information and support to all persons involved in past adoption, including adoptive parents, birth parents and adopted persons.
Persons seeking information about a past adoption are able to register with the A&FRS. After registering, adult adopted persons are entitled to receive information about their origins, including the names of their birth parents. Other parties may only receive non-identifying information initially.
