Audit of Children and Young People in Home Based Care Services

In 2001 the Minister for Community Services, initiated a broad examination of the safety and well being of children and young people in out of home care (OHC) for the purposes of improving service quality and achieving positive outcomes for children and young people. The Audit of Clients in Home Based Care Services follows the Residential Care and Kinship Care Audits. Home Based Care (HBC) provides a significant proportion of placements for children and young people in Victoria, who are unable to reside with their own family due to abuse or neglect. In the continuum of care, HBC is seen as the next preferred out of home care alternative to Kinship Care, followed by Residential Care.

The Audit of Children and Young People in Home Based Care Services, hereafter referred to as Home Based Care Audit (HBCA) was conducted to provide knowledge about and children and young people in HBC and identify areas where service delivery and support could be improved. In addition, a Caregiver Survey was conducted to examine the volunteer caregiver households in Victoria who provide care to children and young people in need. For the purpose of the audit, HBC is defined as an out of home care (OHC) service provided to children and young people up to 18 years of age, who are at risk of abuse or neglect and are temporarily unable to live with their families. It does not include Kinship Care and Permanent Care.
