During the latter part of 2002 Mr Paul Linossier, CEO of MacKillop Family Services, was seconded to work in the Community Care Division of the Department of Human Services. The secondment followed a meeting between representatives of Community Service Organisations (CSOs), the Premier, Deputy Premier and the Minister for Community Services to discuss approaches to strengthening the partnership between Government and CSOs. The outcome of this meeting was the establishment of a project to examine ways to strengthen the partnership between government and the CSOs responsible for the delivery of Victoria's residential and home-based care for vulnerable children and young people. Mr Linossier was supported in this project by a committee comprised of key members of the sector, senior staff from the department and Ms Mary Ann O'Loughlin from The Allen Consulting Group.
In the course of the project Mr Linossier consulted with a wide range of people working in CSOs and the Department, undertook a survey of the operations of agencies responsible for the delivery of out of home care services and examined a range of reports and research on related areas.
This report is the outcome of the project. The report summarises the key issues identified, and presents the set of recommendations Mr Linossier arrived at following the comprehensive work he undertook for the project. The report recommends strategic directions for the Government and community sector.
The report was presented to the Honorable Sherryl Garbutt, Former Minister for Community Services in June 2003.
