Report on Permanent Care Program - September 2001
This report is not another review of the permanent care program. It did not involve consultations with the field, as there have already been extensive consultations, and the diversity of views is well documented. The task requested of me was, within a very limited time frame, to draw upon the numerous reviews that have been undertaken, and in the light of the current context, address three key questions:
- Where is the permanent care program best located within the out of home care service system?
- If permanent care should be located differently to where it is currently, what are the implications for the local adoption program and how should these be addressed?
- Are there current legislative, policy and practice issues and if so, what changes are necessary to address these issues?
