Sector Development Plan

Welcome to the Family and Placement Services Sector Development Plan web site.

The Family and Placement Services Sector Development Plan (The Plan) is a cooperative undertaking between the Centre for Excellence in Child and Family Welfare (CfE), Community Service Organisations and the Department of Human Services. The plan is based on a long term, strategic, partnership-based approach. It identifies what needs to be done in order to improve our services to vulnerable children, young people and families in Victoria.

Reviewing Kinship Care policy and practice

The Placement and Support Unit within the Office for Children is reviewing Kinship Care policy and practice. Kinship care placements are the first preference under the new Children Youth and Families Act 2005 (section 10 (h)), and now comprise one third of all placements in Victoria - approximately 1600 children live in kinship arrangements.
