The Concessions Unit, Victorian Government Department of Human Services, has produced this document as a guide for workers who assist pensioners, the unemployed and other low-income groups. It provides information on State Government Concessions and a range of services available to help people on low incomes in Victoria. Information about Commonwealth Government, local government and community welfare organisations programs are also provided. The Commonwealth Government is responsible for ensuring that individuals and families have an adequate level of income. The Commonwealth Department of Family and Community Services (through Centrelink) and the Commonwealth Department of Veterans' Affairs provide eligible people with pensions, benefits and allowances. The Commonwealth Government provides concession cards to people receiving a Commonwealth pension, benefit or allowance or to people entitled to Commonwealth concessions.
